Human-Xi'an Trade Initiative (HuXa, /HUE-SHa/) is a 地球聯合帝國 trade agreement with the 希安帝國 announced by Imperator Costigan approved in 2947. The UEE representative was Ambassador Yanna Coso. It heavily deregulates restrictions on inter-Empire commerce, incentivizing 希安 houses to do more businesses with 人類 companies, and much more. The agreement surpasses 10,000 pages and the public complaints about its complexity. The legislation has remained a secret to the public until its announcement to avoid rampant speculation among investors, respect the one-for-one negotiation policy in Xi'an culture, and respect the request of the Xi'an house.
