The Government Modernization Act was a bill made in 2793 to attempt to move the capital of the 地球联合帝国 from 地球 to Terra. The bill famously failed by just three votes. It later inspired Senator 米拉·恩戈 to attempt this again in 2942, which also failed. This lead her to run for 地球联合帝国皇帝 during the 2950 UEE Imperatorial election, and make it her main campaign pledge.[1]
