The Bremen Defense Force was created under the governorship of [[Arcturus Koerner]], acting on a proposal by [[Philippe Lattimore]] to cover a security vacuum left by the [[Second Tevarin War]]. It proved itself to be an effective crime deterrent up until the grain market crash of 2640, when the loss of revenue risked the financing of the militia.
